TORONTO -- Pending free agents remain the biggest concern when it comes to expansion after the GMs meetings Tuesday.The Las Vegas expansion team and some of the 30 existing teams are worried about less-than-honest agreements circumventing the expansion-draft rules.What, GMs looking for loopholes? Come on.Specifically, GMs worry that Vegas could take advantage of the 48-hour window before the expansion draft in June to quietly agree to terms on a deal with a pending unrestricted free agent, then wait until July 1 to sign him, so as to pluck another player off a teams roster in the expansion draft.This would circumvent the rule that if a team loses a free agent to Vegas in that 48-hour free-agent-signing window, it cannot lose another player in the expansion draft. Some GMs worry that veteran GM George McPhee, who wasnt born yesterday, would take advantage of the situation.Conversely?George has the same concerns about existing teams doing those types of deals with players they dont have to protect, deputy commissioner Bill Daly said Tuesday after the GMs meeting.McPhee wisely worries that a team or two might do a drawer deal with a pending UFA but not officially sign it until after the expansion draft. Why? Teams dont have to protect pending free agents because they arent eligible for the expansion draft. Heres an example: If the San Jose Sharks didnt officially re-sign Joe Thornton until after the expansion draft, they could protect another player.There has to be a high level of diligence to make sure those things dont happen and to make sure people know there will be significant penalties imposed if they were to screw around with the rules, Daly said.Daly said violators of the expansion rules forgo a first-round draft pick, so penalties in the same vein would be appropriate.?New Jersey Devils GM Ray Shero insisted anyone would be crazy to attempt that type of circumvention.I certainly dont want to be involved in that because I certainly love my job and cant afford the fine, Shero said with a smile. Fielder had two starts at first base to Morelands one from June 17-19 in St. Louis, and with the teams roster construction similar now, expect more of the same. This is a poor week to use Moreland in fantasy, and while Profar at least has a chance of grabbing a start at another infield position, hes a weak choice, too.Rays traditional DH, three games in NL ballparks: With Brandon Guyer now healthy, Corey Dickerson has returned to a DH role against right-handers, with the Rays rotating in other regulars in a half-day-off arrangement against left-handers. Since the opposing Rockies will start two left-handers in the series, Dickerson might get only one start, as the Rays tend to lean more upon righty/lefty matchups than typical teams. This is a better outfield to draw from in daily than weekly formats.Blue Jays traditional DH, two games in NL ballparks: Edwin Encarnacion (61 of the teams 83 DH starts), who has started at first base ahead of Justin Smoak in all eight Blue Jays games in NL parks. Six of those will be against the Brewers (4.50, 21st) and Diamondbacks (4.77, 27th), both of whom rank among the bottom 10 in baseball in ERA, which only helps matters. Icing on the cake: The Reds also appear likely to miss Zack Greinke, the Diamondbacks ace who is on the DL, and Braves ace Julio Teheran. Though the Reds did finish the first half on a bit of a down note, batting just .238/.304/.359 while averaging 4.00 runs per game in their final two weeks before the break, these are substantially better matchups than the team saw during that stretch. The home cooking should favor some of the teams standouts there thus far: Tucker Barnhart is a .330/.372/.500 hitter in 28 games at Great American; Jay Bruce has .271 isolated power and a 6.6 percent home run rate; Adam Duvall has .312 isolated power and a ridiculous 8.1 percent home run rate; and Billy Hamilton has a wOBA 69 points higher at home (.320) than on the road (.251).If the Reds dont have the most favorable set of hitting matchups, the Braves do -- theyre the ones with the series at Coors Field, four games to be exact. The key difference, though, is a smaller number of viable fantasy options on the Braves roster, led, obviously, by Freddie Freeman (.311/.400/.608 triple-slash rates in his final 20 games of the first half). Two other Braves who finished the first half on a high note also warrant your attention facing a schedule like this: Jace Peterson batted .311/.354/.527 in his final 19 games, while Nick Markakis hit .288/.318/.463 in his final 20. Theyll almost assuredly bat first (Peterson), third (Freeman) and fourth (Markakis) for most of the starts this week.For those who play in leagues that divide the July 15-24 scoring period into two separate weeks, July 15-17 and July 18-24, heres a quick look at the best hitting matchups from either of those two scoring periods:The Reds and Brewers have easily the best schedules of the July 15-17 weekend, thanks to their series against one another at Great American Ball Park. The Dodgers, who play three at Arizonas Chase Field while avoiding Greinke, arent far behind, and the Cleveland Indians have the American Leagues best schedule, thanks to three games at the Twins.The Braves have far and away the best schedule of the July 18-24 week, thanks to the four-game trip to Coors, but the Rockies, who also play the entirety of their seven-game schedule at Coors, arent far behind.
