RIO DE JANEIRO -- The CEO of the Rio Olympics said Sunday his privately funded operating budget needs just under $30 million in public funding to meet its obligations.Chief executive officer Sidney Levy had pledged that only private money would be used to run the games. That promise was broken just over a month ago when the committee requested a bailout from the city of Rio de Janeiro and the federal government to run the Paralympic Games.Levy, speaking on the final day of the Paralympics, said we committed ourselves to hosting the games without any public funds, but during the journey there were a lot of ups and downs that led to the overrun. The operating budget is for running the games themselves, and does not include roads and stadiums built to prepare the city. In a conservative estimate, Rio spent between $10-12 billion in public and private money readying the city -- much of the private money lured in by tax concessions and favorable loan terms from government lenders.Levy, who promised early in his term to run an operating committee free of corruption, said the final figure for the operating budget was $2.8 billion. He said the final government contribution would not be more than 1 percent of that. The dollar-denominated budget number has fluctuated over the years because of wide swings in that currencys value against the Brazilian real. The Rio organizing committee received a last-minute reserve fund of 150 million reals ($45.9 million) from the city of Rio de Janeiro. Levy said he expects to use about two-thirds of that fund.Brazils federal government also came up with another 100 million reals ($30.6 million). This comes in the form of sponsorships from three state-run entities, including the scandal-plagued oil company Petrobras.Levy said he does not regard the sponsorship as government money, although organizing committee members acknowledged they lobbied Brazils federal president Michel Temer for the outlay. This is a right Petrobras has to purchase this sponsorship as many other privately owned and other state-run companies do, Levy said. It is not government money that could be used for other things. Its their advertising money.Levy then added: By the way, they paid very little for it. It was very cheap for them.Levy said the annual salaries for its eight top directors would be available at the end of the year. The Brazilian newspaper Estadao reported last month the eight were paid an average of $25,000 per month in 2015.Levy also said the audit results of his budget would be made available. We follow the rules of all private companies that are listed on the stock market in Brazil, Levy said. Our (financial) statement cannot be doubted because they are audited and published. I insist on that.---Stephen Wade on Twitter: http://twitter.com/StephenWadeAP . RALEIGH, N.C. -- A big comeback win has the Carolina Hurricanes on a three-game winning streak and a point-a-game pace for the season.Victor Rask had a goal and an assist in Carolinas three-goal third period as the Hurricanes rallied for a 3-2 win over the Montreal Canadiens on Friday night.Jeff Skinner and Teuvo Teravainen also scored for the Hurricanes (6-6-4) during their outburst over a 5-minute, 50-second span of third period. Ron Hainsey had two assists and Cam Ward stopped 31 shots. Its a big lift, Hainsey said of the comeback. Obviously we were outplayed through two (periods). We just had a hard time keeping much in their zone. Being able to claw one out in the third period -- maybe you dont deserve it the way the bulk of the game went, but its certainly something well take.Jeff Petry and Andrew Shaw scored for league-leading Montreal. Al Montoya finished with 15 saves.Montoya was playing in the building, now known as PNC Arena, which was the site of the 2004 draft in which he was the first-round pick by the New York Rangers. We played a really good road game, Monreal coach Michel Therrien said. Youre on the road and give up 18 shots, you usually win those types of hockey games. I think the effort was there. But you need puck luck, and we didnt have the puck luck they did.Montreal outshot Carolina 9-4 in a scoreless first period, and then had a 12-4 advantage in the second as they took a 1-0 lead.Petry scored with 5:41 left in the period as his shot from the right circle went into the open glove side of the net. The goal stood up after a Carolina coachs challenge for goalie interference, with the ruling that Hurricanes defenseman Noah Hanifin had checked Daniel Carr into Ward with the goalie falling off his skates.Skinner tied it at 3:12 of the third, redirecting Hainseys bllast from the left point off his left skate and past Montoya glove side.ddddddddddddCarolina then took the lead at 7:43, as Teravainen deflected Hainseys rocket from the high slot past Montoya. This is a good league, Carolina coach Bill Peters said. Theres not many nights when youre playing a team that isnt any good. And you have to have a healthy respect for everybody in the league. But if were beating good teams, thats got to put us in that category at some point. And it went to 3-1 at 9:02, as Rask scored on a wrister from the right circle on a centering pass from Elias Lindholm.Weve been having good goaltending, and its certainly always good to have that on your back, said Rask, who shares the team scoring lead with Skinner with seven goals and 14 points. And were scoring a lot of goals now. We didnt play our best in the beginning, but we stuck with our game plan. Were beating some of the best teams in the league now, and were feeling good.Shaw cut the margin to 3-2 with 4:31 left.Game notes The contest was the first of the teams three-game season series.
